How does the EX + ION containing CURS (dogs) relate to the first three words of the clue?

Since your request has been sitting for a while I'll have a stab.

Officer = EX (ecutive)
Yeoman = 1 on,,, one definition of a yeoman was someone working their own land. Or a servant of some description.
That's my guess ;-)

Exon is one of the four commanding officers of the Yeomen of the Guard.

In the clue Exon is "compounding" dogs (CURS) and one (l) giving EXCURSION = going out
