Can someone please explain the answer to 14 down: Queen's favourite city ? (9) I have the answer Leicester but not sure why. Thanks.

Robert Dudley, 1st Earl of Leicester, KG (24 June 1532 or 1533[note 1] – 4 September 1588) was an English nobleman and the favourite and close friend of Elizabeth I from her first year on the throne until his death.

Queen Elizabeth I's bit on the side was Lord Robert Dudley Earl of Leicester - possibly.
