can,t get going today.
clue across..apply evenly and be turning cities off vote. (10)
??e?????t? I thought "plebiscite" might be the answer as it has" cities" in it , but can't account for the rest.What do you think

Looks good, pl are the even letters of apply + be reversed + anagram of cities as you correctly spotted.
