7 D. Dries - prohibitionists. It's the odd letters ('oddly') in 'DiRtInEsS.'

13 D. Sticker - someone who keeps at/sticks at something. (I assume 'Jack' can also mean 'sticker' but I didn't check.)

I can't parse the other two very well, even though I have the answers - I'll leave those for you!
