9a. Port wine has run out early, many waiters said (8) - SYRACUSE (Port)

It looks like a homophone of 'Queues' (many waiters said), but the only 'Wine' I can find that seems to fit is 'Syrah', but that doesn't fit with 'run out early' so I think I've gone wrong.

That's a bore, travelling back after leaving starting point (4) - ?A?N - Is it YAWN? If so how is it parsed?

I've put 'syracuse' assuming that SYRA (H) is foreshortened = run out early?

Thanks Elle, I got got fixated on 'run out early' meaning to get rid of an R, and missed the obvious staring me in the face.
Any ideas on the other one, 23a?
