Currency - Lei inside Lei pzig?

Thank you ab and rusty. I thought it was "O Level" but as that gave me L?I for 14A I thought I must be wrong.
Is LEI the currency for Leipzig (Western Germany) then?
As the clue said "yes and no" I thought it would be use a letter/ miss a letter/ use a letter from LEIPZIG? Can not see how to get LEI anyway!

Lei are the currency in Romania. The letters Lei are in "Leipzig", but it is not the currency in Leipzig, so "yes and no"?
