I have step down ,is this correct ?

Why I argued with myself I don't know as nothing else answer could have been ,the more I looked at it the more I talked myself out of it !

I admit it does look a bit off but seems not.

It really does look wrong but it obviously correct so that it filled in and in envelope .typical i can never finish cryptic one but today i did then get stuck on an easy one ,go figure ! .Thanks again for your help.;-)
