Evening All,
Is it me??!
11a Second embezzler is better.
I have SPECULATOR, but don't really see how it relates to the clue.
14d Attorney's force?
PAPER seems to fit the spaces I have left but, again, I am struggling to see the logic in it.
Any help would be much appreciated.

It's power not paper as in power of attorney.

POWER of attorney

Second = S
Enbezzler = PECULATOR

S ( second ) Peculator ( embezzler )

and,of course,someone who bets (a better) is a speculator.

As you might have guessed, I had had "no joy" with 16a, so that is now corrected.
Also, I don't think I have ever come across the word "PECULATE" (and thus PECULATOR).

You see, you learn something new every day!
