Hi SuMi,
Yes, it is an old saying which was very common when I was younger.. If something happened which was against a person's wishes, we used to say, "Well, that's one in the eye for him"
So I think it fits the "setback" part of your clue.

Hi Trevor, I didn't see that aspect of the clue. Just knew the saying from childhood - even though I can hardly remember the latter!
