A rush is a type of reed (bullrush etc)backwards = deer.

So, DEER backwards.

youre right it is deer - reed backwards as in a water plant otherwise called a rush

That makes sense with ORAL for 25d.
BUT, I can't say it's an expression with which I am familiar.
IN ANY EVENT seems more commonly used.

The answer is AT ALL EVENTS, which makes sense if you read the clue again!

I did think at first it might be IN ALL EVENTS, but I thought it was a poor clue.
