It is from the preamble to the crossword.......

'The title suggests a sixth pair'

The Title is MERE LETTERS and I have the other 5 pairings and a full grid.

What does the title mean?

Is it 'capitals' meaning 'letters' ?

No - the title leads you to a sixth such pair (as in the theme). Each word in 'mere letters' has to be treated - you need a synonym for each word and then they get scrambled (like the unclued answers). The second word - 'letters' is probably slightly easier, you need a four-letter word/synonym. If you jumble this, you'll get a capital - and then the place it is capital of can be scrambled, to give you a synonym for 'mere'.
Hope this makes sense - and we don't even need to do it, but it's nice to have it all finished off!
