clue (9 letters): Huge flans all around, that's the plan.

This is given as a sample of a 'reversal' clue in a list of sample clues for beginmers - but I can't work it out - can anyone help? Been annoying me for days! Thanks

This seems hardly a beginner's clue. Huge flans could be mega tarts which is stratagem reversed. Quite hard I would say.

How about "stratagems"?
