25 (Benjamin) ZEPHANIAH (anag. "in a haze" around PH)

43 IQ would be the "measure of smartness", but I can't find anything to fit, even if the N is wrong.

Why Leap Day ?

I spent the whole of the week end with Lady Day until I realised the error.

leap day:
van = lead
p - parking ( inside lead)
ay - certainly/yes

I've just turned on the 1.00 BBC news and there is an item about "wearing the niqab" - a new word for me twice within minutes!

As jazzy hasn't got back to you yet, I'll risk explaining: in a LEAP YEAR the "leap day" is Feb 29th, which delays the arrival of the month March.
