think you are on right lines John - hen harrier is known as cockney sparrow, remove H from this and from he gives your answer... anyone clarify further??

Sorry, John, 3a. isn't ASSUETUDE. (Think duck-billed!!!!)
Boring explanation for 23a. "Circus" is the genus to which "hen harrier" belongs - add "he", and make all three words Cockney by removing the initial "h" - en-arrier-e., which is French for "behind".

No, John, soory, but it's not "lever".
You do, though, have 4 letters correct, and "rises/falls" hints that it's a palindrome.
