Flower=def (L)eft (I)n place=put, coming up= reversed.

Short sharp clue where everything is accounted for,so the i must come from IN.

The answer must be Tulip but I agree with rossim . I have never come across I being an abbreviated version of "in". I think the setter has taken a bit of a liberty with this.

Never is a very strong word chrisg!

PHI is one of the top setters,The crossword is then passed/examined by a crossword editor,who deems the clue fit to publish in to a highly critical public forum of the daily papers,so it seems that the higher powers deem this to be a recognised formula,and an excepable clue.
