Can somebody please explain why "Foolishly valiant, like rider on tiger (7)" is "Latvian". Yes, it's and anagram of "Valiant", but where does "like ride on tiger" come in"?!

"There was a young lady from Riga
who went for a ride on a tiger"
Think that's how the rhyme starts!
