I think 25a may be REEFER (Joint) but it would mean REFER is 'Advert' which doesn't really seem right.

Yes, refer and advert are used as synonyms.

Yes reefer = joint, refer = advert, e = oriental.

The OED (Shorter) gives the meanings 'warn' and 'admonish' to 'advert'. Does that substantiate 'Reefer'?
