I need some help with the inner working of this...

Law judge rejected, covering large city - JERUSALEM It's MEASURE around L(arge) + J Backwards (Rejected) - If J = 'Judge' then 'Measure' would have to be 'Law' but that doesn't equate (does it?), and if 'Judge' = 'Measure' then where does the J come from?

i think you are spot on Brendan. Measure J backwards with L.
introduce new measures/laws to deal with a prob, for instance?

Measure defined as "enactment" ie law in Chambers
