Talk over the top ?

Make disclosure = talk, highest level = over the top. congratulate = talk over the top.

or...take ones hat off ?

Hi Maurie1939. I've had a guess at the answer you require, loved the way you posted it (clue +letters+question marks) If you show the crossword it comes from (instead of "help needed") people that know will probably answer you correctly ( instead of guessing), like I did.

Busby - I would love to show where the crossword comes from but I cant as I belong to a cryptic crossword club and we never know from where they come we just get the crossword itself. But I do appreciate the help I get
