Struggling today can anyone help with 38d bloomer? Arab official faces censure as a consequence -----n-h-s it will maybe help me with 39a and 45a cause all I can get for that is foppish which I don't think really means wet.

The word I put in was AGAPANTHUS. It's definitely a bloomer and fits with what I've got for 39a and 45a. Not sure of the rest of the parsing tho. Do you want 39a and 45a?

Parsing for FOPPISH is FISH with quiet (P) and river PO included backwards

Yes! I didn't notice the first two dashes...
Aga = Arab official
Pan = to censure
Thus = in consequence

Thanks barnacle bill and kiwikid for the explanation I don't honk I would have got the bloomer but I had worked out foppish but I don't really think it means wet.

I agree it seems a bit of a stretch - out of curiosity, what is the actual clue that gives 'foppish' as the answer?
