I reckon it is SORN - the form you send to Swansea if your car is off road.

It's odd - I had never heard of it, so Googled "china grass" and all the references that came up were to agar (gelling agent from seaweed); however "china grass rhea" gave this:

Why would "China grass" be used to refer to two such different plant products, I wonder?
