I need some help parsing these...

Improvises two measures in circuit - VAMPS (Improvises) If the 2 measures are V(olts) and Amps and 'improvises' is the def., then why 'Circuit'?

Allow in old man returning with German - ADMIT (Allow In) Is 'Old Man' DA? Then 'Mit' would be German but I've never heard that either so 'm guessing I'm way off.
