chrise is right about the answer to "Limits dog being fed to pigs", although in this case the "dog" is TAIL and the "pigs" are (figuratively) CURS (as in "bounders" or "cads").

The clue to 24d ("Offshore ingredient? (5)") was changed by the editor for reasons of space, and originally read "Perhaps Arab monarch wears stockings (5)".
