Assuming 13d is actually poor animals that fit "as poor as ...." I then get 15a to be H-I-K. The clue says "Tug is white, coming from Germany to tour island (5)"
I think the clue is defined with Tug, either a verb, or a little boat thing. At a push, this could make it whisk.
The island bit is puzzling, with I, or HK as island. The Germany bit has me stumped. Am I on the right lines?
