Again, need help with parsing...

State official briefly heard in 1319 - PRIVY COUNSELLOR (State official)

Relative amount initially the same as other answers in one or two places - PER CENT? (I think, but could well be wrong)

Operation to remove fat from overweight outlaw - TUCK (Operation) but why 'Outlaw'?

Watch that gives date - SEE? (Again, I think but......)
