Stuck with 9a. I had OXONIAN. But if 7d is Germany then the N is wrong

7 d a European country (7) I have G,,,,A,Y. Third letter is last in 9a. The clue is relating to Oxford. I had Oxonian which would make Germany wrong . Is there such a word as Oxonier or Oxoniar??

This is why I try to get confirmation via at least another letter, sometimes preferably 2, before I commit pen to newspaper....but I openly admit he got me today with 'Loutish Behaviour' (7)......I smugly went straight for Yobbish. After S American research, I worked out he'd got me with his Yobbery. Tsk.
