4dn. Opening band dress down- a failing(4-3,5)

tear-off strip?

but why? any ideas or am i on the completely wrong track?

"tear off" is "dress down", but I don't see "strip"

to dress down is "to tear off A strip" so "A" failing / omitted leaves tear-off strip

I think it is a double definition.
a tear-off strip (opening band) but I thought the other definition should be "flailing" rather than "failing" _ to tear someone off a strip ?
