22 down 'Bomb to measure by foot tons over kilometres' (6). -a-k-t. I've put 'packet' - a large sum of money = a 'bomb'. 'Pace' = 'to measure by foot'. But I don't see 'tons OVER kilometres' (perhaps because I'm watching the snooker semi-final!). Can anyone enlighten me, please?

Thanks for your response,Sudokulover, but I still don't see how tons are OVER kilometres. This is a down clue, so in 'packet' kilometres are over tons. 'After' kilometres, but not 'over'. Can you take me gently through the logic?
