very grateful - but can you parse nicknamed and one man band??
and 21 across: it and large island conceal basic military training area 9,5 is artillery ??

21 across is Salisbury Plain: sa =it; l is = large island; bury = ; plain = basic.

13 down: call number = name no 'up' gives one man, then add band = ring

7 down ornate means anagram of mace n kind.

Prisoner is an &lit clue

Pusher that's chucked inside = Pusher (minus - chucked) the inside letters = Pr
lives = is + at Her Majesty's expense = on ER (It is on Elizabeth Regina)

The whole thing is describing DEFinition of a Prisoner's situation - thus &lit
