I think it's leer + ail, giving Lee Rail. At least, I can't think of anything else. There is a Lee Railway, but so what, really?:-)

Better to be sick over the leeward rail than the windward

If you are throwing up from a boat, the downwind (=lee) side means it doesn't come back in your face.
