Can someone explain "Underdogs" and "Sag Bag" please.

It's a bit difficult without the clues!

15d Where to find doges in Oxford listings, especially unfavoured ones. Answer Underdogs
Defn especially unfavoured ones.
Oxford listings = dictionary - Doges would appear underneath Dogs in the dictionary (at least that is my parsing!)
