German top-level domain movement seems like a comedown : -e--t--n

I am thinking of demotion but not sure where the e comes from.

top-level domain's are reserved letters for internet addresses (dot(.)com,.org,.gov etc)
addresses that have .de can only be used by German websites.
plus movement = motion, but i think you already figured that.

you can for example change http://www.google.com/ to http://www.google.de/
