Don't understand 10A .... LITRE. Please explain.

LIT (or LIT UP) means drunk or intoxicated

RE = on or "on the subject of"

a LITRE is about one and three-quarter pints

I bet a lot of people have solved this without realising why!

Lit up meaning drunk is in Chambers but its under the entry for Light up

I don't!

It is in Chambers 11th edition, and in "Chambers XWD - a dictionary of crossword abbreviations"
