Much more common is the term for someone who dislikes all foreigners - change the "hating" ending for the "liking" equivalent.
Other answers have suggested how to construct the word from the clue.

Hi Mondrian - The sports team is XI (eleven) plus le (the french) + an anagram of phone. This gives you someone who is a fan of foreigners !

I seem to be exceptionally thick this week. I'm far from convinced by my answer to 7A (my answer could be a fear of a bubble-filled chocolate bar) and I'm stumped by 1A.
