It's an anagram of Charles Stratton, also known as Tom Thumb.

The answer says highly ranked so may be "General Tom Thumb" as he was also known.

Understand it,I drag away electric lead and am walking on my toes! Dig (understand) + anagram "it I drag" (away) + e ( lead letter of "electric" gives "digitigrade" - walking on toes?

More comfortable is "Cosier"
Just looked it up in Chambers and it gives "Shakesp. - a cobbler", which fits with your answer to 49.
