Stuck on 3.

1. Charter magazine by former North American president, say (5&5) _ A_ N_ L_ _ _ _

2. Frenchman leaves painting river (4)-R-- last letter could be L

3. Book Jack, former pupil (3) J-- last letter could be B

No.2 is (river) Ural = 'mural' - 'm' (for 'monsieur).

Aljanon, Magna Carta was well spotted as I had the second word beginning with L not C because in another clue I had put in GENERA'L' not GENERI'C'

However that now gives me one further poser

Clue: A truly incomplete state (4) -V-R

Any ideas?
