Just a bit stuck with one clue. 23a Hill-dweller once settled on border of E London borough (5). --M-T, with the first letter E or L, I think.
I'm left with ERMIT (like hermit, I suppose) or LIMIT. Either way, I cannot see why. Any help welcome.

looking like 'Emmet' an ant , lives in hill, cannot fully parse the rest as yet.

Borders of 'east' = ET but....

Border = hem. In East London, Cockney it would be 'em, followed by met/settled.

Interesting, I discounted emmet... It has the E, and, could borough have something to do with MET? Thanks.
