I'm assuming 16 across is tramlines though cant see why

but what then is 12 down Peace proclaimed in minor conflict (5) s-r-- possibly the last letter l if its tramlines

I've seen 16ac given elsewhere as TRAPPINGS (no, I didn't understand it either!)

Yes,I think it is 'trappings' as your other one would be 'scrap' (fight/a piece).

Chambers gives 'trappings' as - 'paraphernalia (of office,etc)'. I think it means 'offices' as in things like mayorships, rather than offices with staplers, printers etc!
