Oake isn't exactly a town or city - more of a hamlet, really! (Sorry, kilowatt)
Can the numbers mean seven somehow? - sevenoaks seems a better offer.

Do the answers to clues 19 & 16 have any relevance? Perhaps Derby lies between them geographically?

Hi kilowatt
You mean "between 19 and 16" is three? Sounds good, but (with Mrs. T.) I would still be intersted to know what 19 and 16 were.
