Just finished but need clarification on 26 across

Operating base for people generally.

Ive put ONE which im sure is correct but why?

ONE is the operating base (as in "back to square one)
People in general can also be expressed as One

Is one in "as one might say"? - the impersonal first person singular (shame there isn't an easy similar construction for the third person singular - "he/she" is clumsy and "they" is plural!)

It's hard to explain but ONE does find it very difficult (talking about people in general.)
