Look carefully at the symmetry of the clashes then think 'logo'(misprint of 'loco'). That should do it.

Thanks but I'm still confused about what goes in the clash cells. Is it clock hands?

I've put two sets of hands into the clashing cells and they now just look a mess. I can't see a pattern to them.

I think you should only be putting one set of hands in each clash cell. I can tell what I am trying to achieve here but the final step is a little tricky.

Take note of the first word of the instructions, utilise the clue numbers and delay numbers and hopefully this should help you to draw the correct clocks.

Did yours draw perfectly? I'm not sure mine quite works even though I know what it's supposed to be...

Yes but it took a few goes to get the angles of the arrows right. It matches the logo on google images. I had to check I had two lines crossing at each clash and not three. Hope that helps.
