1d a straight anagram of coax idler - not a particularly well-known painter - FRench (I think)

"not available" is N/A

Well I must admit to some mental haze over Helsinki - for some reason I'd dismissed it but now I feel quite nauseous over the solution.
As for Eugene Delacroix - I can only offer my apologies for my ignorance!
