This is a local charity crossword. All the answers are surnames of fictional crime stoppers - presume that means detectives, policemen etc. An example say was "Is that his leg lad? Then try shifting it." Answer Dalgleish so reasonably easy. But I am stuck on the bottom left corner.

20a This law used to be prevalent in the Southern States of the USA (5)
22a Sally lived here before going north. (6)
