As ever, one last clue to get, and no idea so far.
18a. Vessel stuck near port is of little use (8) -O-T-E-S
It is obviously something LESS. The solver throws up boatless and bootless, but are they synonyms for of little use?
As ever, i would be thankful and delighted with any assistance.

I would opt for bootless
Bootle = a port
ss = vessel
