Prince Hal (Hal in charge), potentially a star of 10 (7, 7)
ANS: Charlie Chaplin

The Answer of 10 was: silent screen.

I went for P (prince) + HAL + IC (in charge) to get Chaplin, but couldn't explain Charlie then...
