The thing is there is no homophone indicator in the clue (or not one I can find).

What about regulation = reign as the definition. Drops being the deletion indicator for " a lout". This gets rid of the need for a homophone indicator. Just a thought.

what about just accepting that the clue is rubbish. after all the mail has far fewer crap clues/typos than most. certainly less than the guardian.
