I feel the answer should be Monaco but don't understand the 'wordplay'

Aargh! 24d. "Colour bled - individual upset about that - (6)". Checked letters are O_A_G_ - I'm fairly sure of the answer, but not confident of my reasoning. Any suggestions?

Thanks, Trevor, for your rapid response! , That's the answer I have, but I was trying to justify it by merging (bleeding) "one" (individual) with "rag" (to upset) - contrived, to say the least!
