Anagram of 'needs' following the most common 2 letter abbreviation of 'doctor'.
Definition is 'Chinatown' - but nowhere near China.

I also had to change 10a from allow to accommodate this, but it makes sense. Not entirely sure of predicate either

cider (drink) backwards = redic inside pate (spread) = predicate ( a grammar term)
