I've solved most of the 'normal' clues but am stuck on the two groups of thematic elements.
I have tried matching the alphabetical clues but can't see what needs to be 'absent' before grid entry.
Any help would be great.

This was a fun puzzle and was based around the 'if you're going to drive, don't drink'.
Match the 10 alphabetical clues and remove the 'drink' and you'll be able to drive!
Eg
BLASTING ODALS ..remove STINGO (drink)leaving
BLADALS which reveals a LADA (drive)

Note- all 5 second elements are 4 letters.

How does the unclued 13d fit the theme?

13d is ALCOLOCK - a device that acts like a breathalyser and locks the ignition.

That fits with the theme of drink & drive.
