I have 2 possible answers but can not work out the wordplay!

place = rest resISt -refuse?

I, too cannot work out the wordplay in this one, but wonder if it's one of the clues with a letter ignored. So far I only have 4 of these... QZZU. Also cannot work out the connection for the 4 named countries.... any thoughts would be appreciated.
